Yes, each country votes and awards points to 10 different acts. They only announce the top points, but the others show up on the leaderboard (they're the blue votes).
In addition, there are "jury votes" where official judges award points as well.

You'll sometimes see regional voting where neighboring countries award a disproportionate number of votes to their neighbors.
